Yes. Cute and Cuddly counts as an enduring blocker while it is in play, even though it is discarded at round end, because blocking does not use it up. Gate Guard is not, since she cannot block again in the same round. Quinn's test is whether he has enough information to know that playing the card would definitely be wasted.
