Can you use a Shadow Dragon ability more than once per round, and how many upgrades can it demolish in a standard game?

No, the ability is used once per overall Events step, not once per turn. Over an 8-round game with the Dragon from round 2, it can demolish at most seven upgrades, one in each of rounds 2 to 8.
