Can the VR Pod count as a theme that is not in play, and can its theme change over time?
Yes. The current wording lets it count as any theme you choose, not only themes in the packs in play, and it can count as different themes for different requirements at different times. An earlier version limited it to one theme at a time, but that limit was removed.
