Can Instant Karma copy a staff member's or park card's ability, such as Star Performer?

Yes. Instant Karma duplicates any event that affects you, and an ability used in the Events step counts as an event, so a once-per-Events-step park ability can be copied. A copy becomes an event that can itself be copied.
