Can Fortune Teller look at the first Unfair City card when the Blueprint closure reminder is on top of the City deck?

Question

Accepted Answer

Yes. The closure reminder is not a City card, so it is skipped and you look at the first City card. The designer said the Fortune Teller wording will be tightened.
