The starting city is always in your network, and all tunnels are by definition. A city is connected if a chain of tunnels leads from it to the start, and a building is connected if it is adjacent to a connected city. The starting city counts for effects that count connected cities. Unconnected cities and buildings do not produce, eat kelp or score.
