Does a tunnel produce if it is not adjacent to a city, or only touches a metropolis?
The rulebook's list of things that do not produce says a tunnel needs an adjacent city.

No. A tunnel produces only when it is adjacent to a city; a metropolis does not count as a city. Such a tunnel still connects your network and can connect a metropolis, which then produces on its own.
