Can you use a slot's ability first, then discard and claim the fifth action card?

Yes, as best the sources show. Resolve the slot part first, then discard one of the four action cards (using it if it is available) and claim the new card, since the discard-and-claim is part of the card half of your turn. Players report this was confirmed with the designer by email; there is no BGG post from the designer.
