In expansion solo with boards 13-16, is the goal 125 points with or without the seven cities?

Most readers keep the seven connected cities and just raise the points target from 100 to 125, since the rulebook says the goal becomes 125 points without removing the city requirement. If you only mix expansion cards into base solo, the goal stays 100 points. The 125 goal is widely found hard with Quick Start.
