Does the Manager assistant allow Relocation (card 242) to move a building onto an expansion site?
A best reading from forum replies; no official ruling.

No. Relocation does not build a new structure, so the Manager's expansion-site ability does not apply, and card 242 itself forbids moving onto an expansion site.
