Can I build the city on the far side of the blue metropolis that lets you connect through it?

Yes. The designer confirmed this: the two tunnels connecting to that blue metropolis also link the middle-right city site to the red city site, so the red site counts as adjacent to an existing city once the middle-right city is built (this reading is from a player citing the expansion rulebook). A tunnel next to only a metropolis still does not produce.
