Do you need a city next to a metropolis, or only tunnels, to connect it?
The rulebook states this in its ACTION SLOTS AND CARD EFFECTS section.
Only tunnels. You connect a metropolis by building the tunnel (or both tunnels, where two are shown) on the tunnel sites next to it, and the brown metropolis needs both. No city has to be beside it. A connected metropolis gives its instant effect and, if it has one, produces and scores.
