How are the metropolis tiles dealt at setup?
The rulebook states this in its PLAYER SETUP section.

Separate the brown tiles from the blue ones. Shuffle the brown ones and give each player one at random, then shuffle the blue ones and give each player two at random. Your brown tile goes on the large hexagon in the upper left of your player board; the blue ones go on the other two spaces at random.
