In what order is final scoring done, and do converted resources count for end-game cards?
Follow the order on the final scoring card: metropolis tiles, end-scoring cards, cities, then conversion of resources. Because cards come first, you must already hold the credits for a "give 15 credits for 13 points" card, and resources spent on a card cannot also be converted. Converting after the cards is always the worse rate.
