Do you draw up to three cards at the end of your turn?

No. You draw exactly one card at the end of every turn, even if you already drew extra during the turn or took a Special card, so your hand can go above three. You then discard down to the limit (three, or four with Undersea Server Farm) before your next turn. A raised hand limit only changes how many you discard, not how many you draw.
