Do data centers count for older cards that name farms, laboratories or desalination plants?

Generally no. Older cards count only the buildings they depict. The Data Era rules list the exceptions: a white or purple dome icon also covers a blue dome, an all-structures icon also covers a data center, and an upgrade referenced on an improvement card includes data centers.
