Can you choose an action slot if you cannot perform all of it, or only can after the card gives you resources?

The rulebook requires using at least part of a slot; that a card played with it can supply the resources comes from agreeing forum replies.

Yes, as long as you can perform at least part of it when you resolve it. You may not take a slot and then do nothing with it, but resources gained from the matching card you play count toward making it usable, since you may resolve the card first. For example, a slot that builds two tunnels is fine if you can only afford one.
