Does the tunnel-count brown metropolis score every tunnel or only tunnels next to a city?
The designer ruled on this in 2018; it corrects the wording printed on the tile and in the rulebook.

Every tunnel in your network scores, whether or not it touches a city, because tunnels are always connected to the network. The designer called "connected to the network" the correct reading, which corrects the printed wording ("connected to cities") on that tile and in the rulebook.
