What does the green Biodome promo do, and can it be used in solo?

If you are the first player with three cities connected to your network, you replace your starting city with the green biodome. It is a nonsymbiotic city and needs no kelp at the end of Production. It should be left out of solo play; the designer reportedly said so when asked.
