How do you claim an action card and when can you use it?
The rulebook states this in its PLAYER CARDS (CARDS FOR THE FIRST ROUND) section.

Play it on a slot of the same colour to claim it into your tableau; a non-matching card is just discarded. A claimed action card can be used only through a slot or effect showing the action-card symbol (A), once per era. After use it is rotated 90 degrees, and all action cards are restored after Production.
