If a Prophecy adds a cost (like corn per gold) that you can't pay, can you still take the action?

Yes, but you skip the part you can't pay for. Under Gold Shortage you pay 1 corn for each gold received, including gold from temple rewards; if you can't pay, you don't receive that gold. Prophecy costs follow the rule that if you don't pay the cost, you don't do that thing.
