How do dummy workers work in a 2- or 3-player game, and do they ever leave the gears?
The rulebook answers this in "2- or 3-Player Game".

Deal each player four Starting Wealth Tiles, then use the remaining tiles to place non-player workers on the action spaces they depict (the first block on a gear also blocks the opposite space, except on Chichen Itza). Players pick their two tiles afterwards. Dummy workers are never pushed off and stay on the gears all game. The board, buildings and monuments are fully set up before the tiles are dealt.
