Only the player who placed a worker on the Starting Player Space that round; holding the marker is irrelevant, and the player who receives the marker gains no such right. That player decides when the gear is about to move at the end of the round, after all turns. Even someone already holding the marker may use it while passing the marker left. Using it requires your player board to be light-side up.
