At the start of any turn with 2 or fewer corn you may beg, whether you plan to place or pick up workers. You discard what you have, take corn from the bank up to 3, and step down one temple. Begging is not a turn of its own, so afterward you still place or pick up workers normally, and you can't beg twice in one turn. It's compulsory only when you have no workers on the gears and can't afford to place one.
