Is the part of a card before the arrow optional, and is the rest of the card mandatory?
The rulebook says paying an arrow cost is optional, unlike other card text.

Only the cost to the left of an arrow is optional. If you do not pay it, the effect to the right does nothing, but you still follow the rest of the card. Everything else is mandatory as far as you can do it, unless the text says 'may'.
