The two systems must be adjacent, each must contain at least one of your units and no enemy units (Ground Forces and PDS included), and neither may be already activated by you. You need not control either system. Movement is between the two systems, you may build in only one of them if it has your Space Dock, and the standard Activation Sequence steps (bombardment, battles) do not apply.
