Can a Transfer Action build a new Space Dock and produce at an existing one?
The rulebook limits Transfer production to one system.

You can build a new Space Dock during a Transfer Action at the Production step, but production happens in only one of the two activated systems. You must choose: produce units at an existing dock in one system, or build the new dock in the other, not both. The FAQ passage quoted in the replies says the same.
