Can I use the secondary ability of a strategy card I hold, such as Technology?

No. The secondary presumes you do not hold the card, and the rulebook says the active player never executes the secondary of his own card. The Jol-Nar are the reverse case: when they execute another player's Technology secondary, they may also use its primary.
