When can Star of Death be played, and does it kill Mechanized Units?

Play it immediately before the Planetary Landing segment, so before bombardment; it does not replace your normal bombardment. A Leader on the planet escapes, since the owner change is not caused by invasion. The original card does not list Mechanized Units; the Shards of the Throne replacement does.
