Can Imperial II be used with the Long War option, and does Mecatol Rex score?

Yes. The Long War raises the goal to 14 VP and enlarges the objective deck, and Imperial II works with it, but Imperial II must be played with Age of Empire. Its primary option a gives 1 VP if you control Mecatol Rex; the original Imperial and Bureaucracy do not.
