How do Saar Space Docks move?

They are not ships: they cannot leave an activated system, cannot use Gravity Drive, Light/Wave Deflector or In the Silence of Space, move through enemy ships, or pass through Nebulas and Ion Storms (they may enter), and are limited by one controlled planet per dock in a system. A new dock can be built in an activated system only via the Production strategy card.
