PDS fire in step 3 of a Tactical or Transfer Action, after movement and before space battles, at the activating player's ships in the activated system only; it never fires at newly built ships. Each PDS rolls once per activation in range, and Deep Space Cannon extends range to adjacent systems, but not through a wormhole.
