Can PDS hits be assigned to Fighters or units with Sustain Damage?

Yes. The owner of the fleet assigns hits to any ship, so Fighters can absorb PDS hits and Dreadnoughts can sustain damage. PDS fire is aimed at the fleet, not at a chosen ship.
