Do racial and technology combat-roll modifiers apply to PDS fire and other pre-combat rolls?

Yes for general combat-roll modifiers. The FAQ defines a combat roll as any die compared with a combat value, including PDS fire and pre-combat abilities, so modifiers like the Jol-Nar penalty, Sardakk bonus and PDS technologies apply. Bonuses that specify Space Battles or Invasion Combat, such as High Alert, do not apply to PDS or pre-combat rolls. An older reply held that no space or ground modifiers apply to pre-combat rolls.
