The base deck is six Stage I and four Stage II cards, one of which is the Game Over (Imperium Rex) card. With Bureaucracy there is one extra Stage II card: six Stage I and five Stage II, eleven total. Imperium Rex revealed by Bureaucracy ends the game immediately.
