Must an invader fight a lone Mercenary on a neutral planet?
Replies and a relayed FFG answer agree with the rulebook on lone Mercenaries.

Yes. A planet holding only a Mercenary is neutral, but an invader must still fight the Mercenary, and a Mercenary can start an invasion alone. If it clears the planet, the planet stays neutral and the Mercenary stays there.
