What does Local Unrest do?

It destroys one Ground Force on the planet and exhausts the planet (the card says 'if able', so it can be played on an already exhausted planet). The planet reverts to neutral only if no Ground Forces remain. With the Shards of the Throne expansion, a Mechanized Unit is not destroyed and keeps you in control of the planet.
