Does Jol-Nar get a free technology whenever anyone executes the Technology card?

Yes. Whenever a Technology strategy card is executed, the Jol-Nar may also take the primary ability free technology in addition to using the secondary. Players report a later FAQ lets them take just the free technology without buying one. It does not work with the Imperial card or other strategy cards.
