Technology cards apply after Political cards, so Floating Factory or Enviro Compensator bonuses still apply on top of Humane Labor's lowered limit. The FAQ example has Humane Labor setting the limit to 2 and Enviro Compensator raising it to 3, and Saar are essentially immune to Humane Labor.
