Who can play Direct Hit, and how many can be played in a battle?

Anyone can play it, since the card does not restrict whose ship it hits, on a ship just damaged. Identical cards cannot target the same entity, so one Direct Hit per damaged Dreadnought is fine. It cannot be used on damage from PDS fire.
