What if an effect needs a Command Counter and I have none in reinforcements?

It does not resolve. The FAQ, as quoted on the forum, says effects needing an extra Command Counter cannot happen when you have none left, so Signal Jamming has no effect. The exception is Diplomacy II, which says to take the counter from your Race Sheet if none are in reinforcements (Shattered Empire, page 14).
