Can you build again in or reactivate a system that already holds your command counter?
The rulebook states you cannot activate a system containing your own Command Counter.

No. You cannot activate a system that already contains one of your Command Counters, so it cannot be activated again until the counter is removed (by a card or at the end of the round). Only certain strategy cards (Production, Imperial) let you build in an already activated system.
