How does the Ancient Artifact law resolve?

The active player rolls; three dice for each fleet in each adjacent system and each planetary group, and everything in the Mecatol Rex system (Space Docks, even Saar's) is destroyed. Military Foresight cannot be used since it is not a space battle.
