Do neutral cubes count toward majorities, and who takes a card the neutral player wins?
The rulebook says the neutral player's cubes count and a neutral winner discards the card.

Yes, neutral cubes count and can take VP from players. If the neutral player has the most cubes, the card is discarded and no player takes it.
