What happens when a neutral citizen is expelled from a building?

It is treated like a player's citizen: it lies down, blocks another neutral citizen from being expelled in that building, and goes back to the neutral supply at round end. It doesn't return to its building, so the dice pool shrinks until Event cards add neutral citizens again.
