Can I take one of my citizens off the board and place it back in the same building or spot?
The designer ruled this is legal.

Yes. Taking a citizen from anywhere on the board and placing it again, even in the same building or space, is legal, and the citizen you move is not considered expelled. Doing so can shift other citizens in the row.
