Are the six new Module 3 Event cards used on their own?
The designer said to mix them with the existing events; the rulebook also permits using them alone.

Shuffle them into the base event cards. The rulebook says the six new events can technically be used alone, but the designer said to mix them with the existing events. The two extra gray citizens in the expansion feed the new events that place neutral citizens.
