In what order are events resolved, and do uncountered ones come back every round?
The Events phase says cards take effect left to right and stay until countered.

Left to right every Events phase, beginning with Marauding. Events that haven't been countered stay in play and trigger again each round, including their black dice, while keeping any cubes on them. Events are not resolved separately for each player; the start player carries out each one and the card says who acts.
