Which events cost 2 VP when I can't fully resolve them?

Only the events that make every player pay or lose something: Drought, Civil War and Heresy. Events that act on the board, such as Interrupted Work with no cubes to remove, cost nobody anything. The penalty hits every player who can't fully pay, and a player with no VP loses nothing.
