Can I take a cube off a card and use it in the same action I placed it?
The rulebook says cubes are used during later actions, one per action.

No. Cubes placed by an activation are for your later actions, not the one that placed them. When you do use a cube, form your dice group first, then apply the cube, then resolve the action; you can't add more dice after the conversion.
